Housing and communal services (HCS) is an integral part of the existing energy industry. Informatization in the sphere of energy is vital, because it provides smooth operation and simplification of human labor. Information technology, for all its revolutionary not abolished the production process, not eliminated competitors and robbed a person´s right to make decisions. Object management - the company has not ceased to exist, even if it was virtual, the external environment continues to exist, and even increased, the need to find solutions of weakly-structured problems remained. Rather, we can talk about the intensification of all processes in the information age. Changed tools in the management of the company, but so much has changed that affected all processes that are relevant managers: planning, organizing, directing and control. The introduction of a new information system does not provide immediate economic growth, but promotes the development of the company, its transition to a qualitatively higher level, how to improve customer service quality and transparency of the movement of goods and capital.
