In this article, which is devoted to the development of human capital in the civil service, are reviewed a number of problematic aspects of the modern system of the Russian civil service. The normative legal acts that determine the legal status of civil servant, the requirements for admission to the service, rights, obligations, restrictions and prohibitions from the perspective of professional development of civil servants were analyzed. Special attention was paid to such issues as the lack of a holistic model of continuous education of public servants, which would include their professional training, retraining and advanced training; short-term (18, 36 or 72 hours) of additional education; the lack of assured access to the workplace of young professionals in the direction of "State and municipal management" after graduation; the stagnation of personnel from the point of view of professional development in the public authorities at different levels.
