This article is devoted to the development of human capital at the regional level, in particular at the level of the Russian Federation - Sverdlovsk Oblast. Particular attention is paid to the legal basis for the development of human capital in the region of the Russian Federation. The article examines the factors of human capital at the regional level, as well as an analysis of human capital development through a program of socio-economic development of the Sverdlovsk region, provides statistics and withered results achieved, and the impact of these results on the development of human capital in the Sverdlovsk region. As a result of analyzing and summarizing the final formulated an idea of the importance of human capital development at the regional level, which is achieved through the adoption of the subjects of the Russian Federation of socio-economic development.
