The New millennium put new questions and problems before a human association. Today the world realizes fragility of human mutual relations and necessity of power which is able to consolidate an association. Such power is the state, and the method of association is-law. The modern states are related with international organizations, different countries, associations by many filaments. One of the main tasks of contemporaneity is providing the safety of society development and every personality. In these aims it is necessary to define priorities of steady development of society, and also to consider the function of the states allowing to develop in a ХХI century. In connection with the origin of new threats of vital functions of human society such as terrorism, ecological and resource problems and disease, it is necessary to revise many applications such as theory and law of the state, and jurisdictial sciences , international law: functions of the state, the role and place of the state in the solving of global problems.
