Housing and communal services (HCS) is one of the leading industries of municipal economy, efficiency, development of which directly affects the quality of life of the population. The establishment of the market of housing and communal services in Russia - one of the most difficult areas of socio-economic reform. One of the main directions of development of housing and communal services, which is mainly applicable to the competence and capabilities of municipal authorities. In order to improve management of housing and communal services is the creation of conditions for reduction of housing and utilities infrastructure in compliance with the quality standards that ensure a comfortable stay. Thus, the relevance of the research is in crisis housing-and-municipal complex, which contributes to the study of the trends of the sector of housing and public utilities and substantiation of economic expediency of introduction of information technologies at the enterprise.
