ECOLOGICAL CRIMES IN RUSSIA: PROBLEM OF IDENTIFICATION AND SUPPRESSION

Objective of research was the analysis of a condition of ecological criminality in territory of the Russian Federation. The author leads the analysis of the incorporated ecological crimes and administrative offences during with 1990 for 2011 on subjects of the Russian Federation, the degree раскрываемости ecological crimes in the Russian Federation is studied, the analysis of ecological crimes in conformity with articles УК the Russian Federation is lead, the basic ways of revealing and suppression of ecological crimes are studied. On results of carried out research it is established, that the quantity of crimes is distributed non-uniformly between various subjects of the Russian Federation, a degree раскрываемости crimes low (on a number of regions does not reach 50 %), the most widespread offences are illegal cutting down of trees and illegal extraction of water inhabitants. The least fraction is necessary on atmospheric contamination and the marine environment, infringement of rules of preservation of the environment by manufacture of works. There is a certain stability of ecological criminality in districts Russian Federations: in Southern and Siberian districts the high percent of the incorporated ecological crimes is kept; on the contrary, for the North-Caucasian district – the low trend is noted.
